Architectural design contract must protect taxpayer funds
Minister Elise Archer has confirmed that her Department is still considering architectural design tenders for the Northern Regional Prison on the nature conservation reserve near Westbury, despite the fact that the Ashley site is also now on the table.
"Moving the project away from the reserve is the only sensible course and is increasingly gaining traction in our community and beyond.
Irrevocably promising $1 million to a consultant for potentially zero benefit to the taxpayer would be extremely poor fiscal management.
Luckily, tenderers were aware of this risk before they submitted their tender, so they will be expected to wear it. And inevitably, Crown Law will build "get out" clauses into any contract to protect taxpayers in case the decision is made to not proceed with the prison on that site.
To not appropriately protect taxpayers from a known risk like this would be utterly improper from any taxpayers' perspective," said Linda Poulton.
